Martine Dubuc

Role: Associate Deputy Minister (Ministry of Environment and Climate Change)

Dr. Martine Dubuc was appointed Associate Deputy Minister of Environment and Climate Change Canada on January 23, 2017. As Associate Deputy Minister, Dr. Dubuc is responsible for the leadership and the management of the ECCC department in collaboration with the Deputy Minister. She also leads the policy development of key files particularly in the field of Protection of Nature, Air and Water Quality. She ensures the leadership on Federal, Provincial and Territorial agreements related to the nature conservation agenda. Dr. Dubuc is a strategic partner in horizontal policy and governmental plans such as the Right and Recognition Framework, Modern Treaties and Oceans Protection Plan. She leads on international files such as the Ratification of Amendments to the Stockholm Convention on Persistent Organic Pollutants, the Montreal Protocol and the Biodiversity Convention of the Parties. Dr. Dubuc provides support to the implementation of the New Impact Assessment Process, the Sustainable development goals and other critical files under the Climate Change agenda as well as supporting the stabilization of the Pay System Phoenix
